New Account Fee

On November 1, 1995, Western Carolina Regional Sewer Authority established a one-time New Account Fee for all customers who connect to a wastewater collection system in the organization’s service area. Since that time, all customers requiring new or expanded service are charged a fee based on their water meter size as indicated on the accompanying chart.

Customers currently connected to the Western Carolina system do not pay the New Account Fee unless they add a new or larger meter(s) due to redevelopment or service expansion. In these cases, the customer is assessed a fee based on the additional meters installed or the incremental increase in meter size.

Customers will not receive credit when a water meter is eliminated or reduced in size. Water meters installed for outdoor irrigation or for other purposes, which are classified as water only accounts, are exempt from paying Western Carolina’s New Account Fee.

The New Account Fee was established to shift a portion of the capital cost of providing or expanding wastewater treatment capacity from Western Carolina’s existing customers to new customers. Revenue collected from this fee is used to support capital improvements and to minimize rate increases.
